B . Competition Brief

We believe design has a major role in shaping lives. Culturally, ecologically, contextually responsive solutions are powerful tools towards safeguarding futures, preserving characteristic of city and solving currently threatened realities.

Our competition is a place for ideas to grow into possibilities. It can build connections between multidisciplinary fields to facilitate positive developments toward local communities in Phnom Penh. This competition is also the platform for design which can be socially responsive and contextually sustainable: an enabler for growth. It is about preserving the wonderful variety of the characteristic of the city through sensitive solutions, progressing knowledge and action aims to supporting grassroots communities in the city like Phnom Penh.

C .  Aim + Objectives

Phnom Penh is the city of memory where the urban heritages are exciting side by side with new waves of urban possibilities. This is the premises for our challenge. The objective of this competition is to imagine a regeneration strategy for the public spaces surrounding the Post Office for the possibly sustainable developments in the future. The proposal could imagine the new uses of those spaces, and it might be that new uses can happen only in certain time frame of the day or of the week.

We would like to have you call the shots of how you want to interpret this challenge. Here are 10 questions designed to get you thinking of:

  1. How does your design relate to the context of the area as well as Phnom Penh?
  2. How can you preserve the characteristic of the area?
  3. Are you inspired by its past and present?
  4. Is your proposal designed to be phased?
  5. How do you develop it into a socially, economically, culturally and ecologically sustainable mixed-use scheme in order to benefit for local communities?
  6. How can the problems we see today in the Post Office area become part of the solution?
  7. How can local communities be part of the solution?
  8. You also want to think about the connection of infrastructure: how does it connect physically and conceptually?
  9. How about traffic and parking?
  10. How does your design become a new model for current development in Phnom Penh?

E . Rules and Regulations

  1. This is a public educational competition and the registration identification number is the only means of identification. Your unique registration identification number should have been sent to you already in your welcome email.
  2. The official languages of the competition is either Khmer or English.
  3. One team should have from 2 to 4 members.
  4. Only one submission per team is allowed.
  5. Any competition related correspondence should be directed to: pagnaserey@gmail.com
  6. We reserve the right to modify the competition schedule if necessary. You will be kept informed of any extensions or changes via email, Phone or social media.
  7. Entrants will be disqualified if any of the competition rules are not considered or if any of the regulations are broken.
  8. The competition is open to all Cambodian students from all universities in Cambodia who wish to participate a side from our employees, staff, consultants, agents or any of the jurors, including the jurors themselves.
  9. There are no age, gender and race restrictions.
  10. Participation assumes acceptance of the regulations by entering the competition.

F . Shortlist Submission Requirements

The entries have to submit their works digitally. The shortlist submission much contain the following:

  1. Five A2 sheets (420mm [high] x 594mm [wide]) in HORIZONTAL format with high resolution. Participants should submit all the information that they consider necessary to explain their proposal such as plans, sections, elevations, visualizations, diagrams, etc. The upper right corner of each board must contain the participation number in a clear and legible manner. There should not be any marks or any other form of identification such as team member names or company logos. The files must be named after your unique registration number followed by the board number. For example: PPUCXXXX-1.jpg and PPUCXXXX-2.jpg. The submitted files much be in both PDF and JPG format.
  2. A word document file (A4) containing the project statement, can be Khmer or English, explaining your design (500 words max). This file must be named after the registration number followed by the word “statement”. For example: PPUCXXXX-statement.doc.

  4. Deadline: August 25, 2016 at 5pm

G . Final Submission and Presentation Requirements

Only 6 groups can be in final presentation after shortlist process. Those 6 group have to continue working on their proposal and submit before the deadline with the requirements below:

  1. Three A1 sheets (594mm [high] x 841mm [wide]) in HORIZONTAL format with high resolution. Participants should submit all the information that they consider necessary to explain their proposal such as plans, sections, elevations, visualizations, diagrams, etc. The upper right corner of each board must contain the participation number in a clear and legible manner. There should not be any marks or any other form of identification such as team member names or company logos. The files must be named after your unique registration number followed by the board number. For example: PPUCXXXX-1.jpg and PPUCXXXX-2.jpg. The submitted files much be in both PDF and JPG format.

  3. A physical model or models much be provided. Please bring the actual physical model to The Asia Foundation at Oknha Pich St. (242), Phnom Penh. The model is named after the registration number followed by the word “model”, For example: PPUCXXXX-model.

  5. Deadline: September 21, 2016 at 5pm

H . Awards + Prizes

There will be three awards:

  • 1st award will receive a $1500 prize, free private New Khmer Architecture Tour, appeal on national and international media, be invited to join for the next competition, and a certificate.
  • 2nd award will receive a $800 prize, free private New Khmer Architecture Tour, appeal on national and international media, be invited to join for the next competition, and a certificate.
  • 3rd award will receive a $500 prize, free private New Khmer Architecture Tour, appeal on national and international media, be invited to join for the next competition, and a certificate.

I . Judging Criteria

  1. CONCEPT: What is the idea behind the proposal? How strong is it? How visionary? Has the participant or team delivered innovation and responded to the challenges set out by the competition?
  2. EXECUTION: How well has the idea translated into an actual design program and/or structures?
  3. ENVIRONMENTAL SUSTAINABILITY: How sustainable is the design environmentally? Think of materials and systems for example. Think of energy – can it produce its own?
  4. SOCIAL SUSTAINABILITY: How sustainable is the design socially? Think of how the local population can become part of the solution. Imagine regeneration & gentrification.
  5. AESTHETICS: Can an entry have a fantastic concept excellently executed in design, be a champion for social and environmental sustainable practice and also be beautiful?
  6. PRESENTATION: How well has the participant presented his or her works? How are the drawings, diagrams and model?

J . Copyright and Distribution Rights

All entries are the intellectual property of the entrant. We reserve the right to use any material submitted to the competition for advertising, promotions, exhibitions, or however they see fit for the promotion of the business. This may include publication and marketing materials. Any third party that wishes to use any competition entries or any related material must first get written consent from our organizers.
